Vigilance

Vigilance Functions of the Chief Vigilance Officer (CVO) and Vigilance Team

The Vigilance Division is tasked with a comprehensive set of functions aimed at maintaining integrity and accountability within the organization. These functions encompass the collection of intelligence regarding corrupt practices, both current and potential, among employees. The team is responsible for investigating credible allegations, processing investigation reports for the disciplinary authority, referring matters to the Commission for guidance as necessary, and implementing measures to prevent misconduct.

The functions of the Vigilance Division can be broadly categorized into two primary areas: preventive and punitive measures. Historically, the focus has leaned heavily towards punitive actions; however, the essence of vigilance lies in its proactive nature. While the detection and punishment of corruption and malpractices are critical, prioritizing preventive measures is essential to significantly reduce the incidence of vigilance cases.

The overarching objective of the Vigilance Division is to prevent misconduct rather than merely addressing it post-factum. Key contributing factors to corruption often include administrative delays, excessive discretion in power execution, and cumbersome procedures. To combat these issues and enhance transparency in policies and procedures, the functions of the Vigilance Division can be classified into the following areas:

  • Preventive Vigilance
    • Implementing strategies to minimize the risk of misconduct through policy formulation, employee training, and process optimization.
  • Punitive Vigilance
    • Investigating allegations of misconduct, recommending disciplinary actions, and ensuring compliance with regulatory standards.
  • Surveillance and Detection
    • Investigating allegations of misconduct, recommending disciplinary actions, and ensuring compliance with regulatory standards.
  • Cultural Integrity
    • Fostering a workplace culture that promotes ethical behavior and holds individuals accountable for their actions.

By embracing these comprehensive strategies, the Vigilance Division not only addresses existing issues but also works diligently to foster a transparent and accountable organizational environment.
